Minutes of the HACTAC Meeting of March 18, 2015

The meeting was called to order at 7:02 pm

A motion was made by Penny Leto and second by Bill Stephenson to accept the November minutes as presented. Motion passed.
Treasurer's Report:

See Attached. A motion was made by Bill Stephenson second by Penny Leto to accept the November – February Treasurer's reports subject to audit. Motion passed.

Town Reports:


Nothing new to report. No one in attendance.

East Hartford:

Nothing new to report. No one in attendance.


In the process of starting their new 13 week cycle. They have submitted a request for a PEG PETIA grant. Have been busy taping budget hearings.


Ken reported that the station is in process of signing up for Cloud services. It's the same one that is being used by West Hartford, Windsor and Newington. Do not have any entries for the
HACTAC contest yet.

West Hartford:

Jen reported that the school workshop for children in grades 3-5 was a great success. The station filmed the youth basketball championships and the budget workshop meetings.

Noah Webster House officially launched their I-Pod tour. The station worked together with them using a grant to create all the videos in the tour.


Bill advised that he was not able to attend the Ollies.

Jen Hawran reported that the Ollies are a volunteer appreciation awards program. About 200 people attended. The station received a grant from the Hartford Foundation for Public Giving which allowed the station to become 100% HD. They have applied for a second grant to purchase a HD camera. The station is trying to get away from tape.

She also reported on the summer workshop program. There are four (4) 1 week sessions. Two (2) are already full. They also do not have any entries for the contest yet.

There is an upcoming auction with the Windsor Chamber of Commerce that the station is once again the beneficiary of the proceeds.

Dave Raney reported that Jen did a beautiful job with the Ollies. She had statues for the winners and he felt it was one of the best evenings you have all year.

John reported that Comcast awarded nine (9) $1,000 scholarships for their Leaders and Achievers program. There were four (4) recipients in Hartford, (1) in Bloomfield, (1) in East Hartford and (1) in Windsor.

Committee Reports:

Statewide Advisory Council:

Len Walker has agreed to be the HACTAC representative.

Legislative Committee Report:

Nothing to report.

Public Relations Committee Report:

Nothing to report.

Nominating Committee:

Penny Leto has agreed to be Vice Chairman of HACTAC. Steve Barshay has agreed to be Secretary.

Chairman's Report: Most memos concerning the DPUC are available on the web-site for the DPUC (www.state.ct.us/dpuc/database/htm)

Dick advised the group that he has updated and reprinted the Membership Handbooks. He would like everyone to take a copy when they leave tonight.

Dick received notice that DeVaughn Ward has resigned from the HACTAC Board.

The complaint from the Hartford resident is being resolved by Comcast. It was a complaint regarding internet. John did not have an update on this at this time.

Old Business:

Penny advised that she received an inquiry from one student for a clarification on the rules in regard to the contest. So far there have not been any submissions but she is hoping that will change. Last time everything came in at the last minute.

Janice informed the group of her experience when she was trying to promote the contest. Most of the time she was met with suspicion. No one knew what HACTAC is. She went to six (6) schools and each time she had the same experience.

Penny advised that in Hartford she will go through the Superintendent's office. For private schools, she sends the information to the principals.

Jen Hawran asked for clarification on the topic – Give Me A Break. The group advised that it was open to the student's interpretation. Let them do their own thing.

Penny advised that they still need to come up with judges for the submitted videos.

New Business:

Jen Evans advised that the city of Hartford is one of the two (2) finalist for hosting the Northeast Alliance for Community Media conference this year. The other is Burlington, VT. She feels it will most likely be in Hartford as she received a call from Vermont stating that they would prefer to host it in 2016. The event will either be at the Marriot or Hilton in Hartford. She advised that it is a good conference to attend. Good learning opportunity. Thursday is usually the tradeshow and Friday is a workshop for producers. Usually there are between 250 and 500 people attending.

The conference will be held mid November, either the 12th or 18th right now. It will be sometime before Thanksgiving. She advised that anyone who would like to be involved to let her know.

Dick wanted it to be recorded that Len Walker was not the person who resigned but DeVaughn Ward.

As there was no additional information to be brought before the Board, a motion was made by Bill Stephenson and second by Penny Leto to adjourn the meeting. Motion passed. Meeting adjourned at 7:32 pm.

Next Meeting and Location:

The next meeting will be April 15, 2015 in Hartford, Veeder Place 20-28 Sargeant St. starting at 7:00 PM. We will meet at Bertucci's in West Hartford between 5:15 and 5:30 for dinner before the meeting.
