Minutes of the HACTAC Meeting of May 21, 2014

The meeting was called to order at 7:01 pm

A motion was made by Zena Kovack and second by Bill Stephenson to accept the April minutes as corrected. Motion passed.

Treasurer's Report:

See Attached. A motion was made by Bill Stephenson and second by Zena Kovack to accept the April Treasurer's report subject to audit. Motion passed.

Town Reports:


The Bloomfield Station Manager was unable to attend. DeVaugh advised quickly that everything is status quo as he had another meeting to attend.

Jesse advised that the high school participated in a trial for the Guinness Book of World Records. They were part of 50,000 students state wide that were trying to get the most number of children certified in compressor CPR in one day. The entire student population went through compressor CPR training.

Jesse also reported that the graduation rate at Bloomfield High has increased from 77% to 91.7%. The school was visited recently by Fox 61 and News Channel 8 because Connecticut was named #1 in reading for students taking the Nap Tests and #3 in math. The stations came by Bloomfield High School because of the improvements they have made over the last three (3) years.

East Hartford:

No one from East Hartford able to attend. Several programs taking place at the station that they needed to be present for.


Jeffrey advised that they are busy filming due to it being budget time. The station currently has four (4) interns working at the station.


Still working with the town to finalize the location of the station. Busy with budgets and filming sporting events. Gearing up for graduations at the schools.

West Hartford:

Zena asked Jen to comment on events at the station. She advised that they have several hearings coming up on the DelMar Hotel project. If passed, it will go in the corner across from Whole Foods in Blue Back Square. They also have the Kingsford Oxford graduation this Friday and are gearing up for Memorial Day parade and Celebrate West Hartford. Next Wednesday there will be an outreach day to celebrate the children's work on the "Be The Media" project. They will be a wrap party held at Shop Rite in town.


Carol reported that they just came off their big Shad Derby. The station also covered the parade. Carol looked at the Children's programs that are scheduled. They have about 16 children per week that have signed up.

Bill advised that the security system camera is in place. Set up so that it can be monitored by an I-Phone. They have also wired the room for Ethernet for the computers.

John stated that he did send a letter to the customer who was sending their payments to HACTAC advising the correct address to mail payments. Dick felt it must have worked because he did not receive a payment this past month.

The Comcast Care Day had eight (8) sites in Connecticut; including one at the East Hartford YMCA. John also updated the group on Comcast's Leader's and Achiever's Scholarship Program. Comcast supplies high school students with scholarships based on recommendations from their guidance departments on academic achievement, leadership potential and community involvement. Comcast had 44 students state wide this year. They also have a $9,000 scholarship that is given in memory of the founder of Comcast, Ralph Roberts to one student. Five students received a scholarship this year. They were from Simsbury, Bloomfield, Windsor, East Hartford and Hartford high schools.

John passed out some flyers on some general information. Comcast is continuing to create apps that allow you to take your products with you wherever you go.

Comcast's newest product is called the X1 Platform. It is a DVR box that is digital that gives you more space for taping, allows you to tape more shows at one time than before, it has different search capabilities and the guide is easier to browse. The On-Demand feature, rather than just having the title, it has the poster board. You can also connect with Facebook. It requires a technician to install and there is a slightly higher costs for the equipment.

At the last meeting there was a question regarding the contest that Comcast had for Entrepreneurs. That contest ended April 30. If they re-launch the program in the future, John will notify the group ahead of time.

Dick advised that the new reimbursement from Comcast will be $8.04 per customer. As directed, Dick did send a letter to Alan Budkofsky regarding attendance requirements. Dick asked how the group would like him to handle these matters in the future. He requested the group vote again regarding sending a letter to Council asking for a replacement when attendance is an issue. A motion was made by Bill Stephenson and second by Dave Raney to have Dick send a letter to the Council asking for a replacement HACTAC Board Member for any member that violates the attendance policy. Motion passed.

Old Business:

Dick advised that he has been looking more into Cloud. He stated that it appears to be wide open. You can buy this system from several places and can even have it at your home. Dick asked Jen to update the group on her station's status with Cloud.

Jen advised that their file sharing is up. They are working on finalizing the media data work flow between West Hartford, Windsor and Newington. Testing various file formats and making sure they can upload and download various programs between the three (3) servers. Things have been successful so far. Things are moving forward and progressing on schedule.

Regarding the scholarship program, Dick would like to wait for Penny for an update on this. He did ask the group to think of topics for next year's competition. Some ideas that were thrown out included: Promoting Community TV or something on the environment. Dick also asked the group to think about the prizes they would like to award. A suggestion was made to possibly have two (2) categories; one for individual submissions and one for group/team submissions. If anyone is willing to help Penny with this program, please let her know.

New Business:

Lenworth asked if there were any plans to update the website. Dick advised that the website is managed by a part time person and hopefully by the fall it will be complete. Dick asked that if anyone does see something missing or something wrong, to please e-mail him and he will get it corrected.

Jeffrey asked if the question on advanced billing had been answered. It was at last month's meeting.

Dick advised the group that the last meeting will be in June. If there is a need to meet during the summer, the group can always have a special meeting.
